In an effort to make homeownership more accessible for younger generations, the Cyprus government has introduced two innovative housing initiatives aimed at increasing affordable housing availability across the island. These measures, announced by Interior Minister Konstantinos Ioannou, are set to reshape the property landscape for families in Cyprus.
The first initiative allows existing homeowners to construct an extra residential unit on their current land, even if the plot’s building capacity has been fully utilised. This new opportunity benefits families with adult children or grandchildren seeking affordable living arrangements close to home. The additional residence can be inside the main building, as an extension, a new floor, or by using unused space elsewhere on the property.
The maximum buildable area for such homes typically caps at 150 square metres, increasing to 180 square metres on larger plots under certain conditions. Relaxations in parking requirements aim to ease development barriers. However, resale of these additional homes is restricted for 10 years to ensure the benefit remains within the family, except in cases of inheritance.
This scheme promotes better utilisation of private property, reducing housing costs for younger family members without the immediate pressures of the open market.
The second scheme offers a compelling financial incentive: eligible applicants under 45 years old can purchase government-owned land at just 25% of its market value. Priority is given to families with children, childless couples, and single-parent households, taking into account income and family circumstances.
More than 570 plots are set to be allocated across various communities, especially focusing on rural and mountainous regions. The government aims to revive these areas by attracting young families, steering development away from overcrowded urban centres. Interested applicants must apply through their local Community Council, with final approvals managed by the District Local Government Organisations.

The initial plot distribution is only the beginning. Further releases will target remote and disadvantaged areas to promote balanced regional development. Additionally, the government plans to build approximately 460 affordable rental homes on state land to support young families and individuals struggling with high housing costs.
Beyond these schemes, a significant influx of new residential units is expected, with over 4,100 new homes planned within three years, including 1,142 designated for affordable purchase or rent. Contributions to the Affordable Housing Fund will help finance approximately 250 additional homes, supplemented by projects for student and co-living accommodations.
Recognising delays as a major obstacle, Cyprus has introduced fast-track approval processes. To date, 2,533 detached and semi-detached homes have received approval within 40 working days, while 1,242 multi-unit developments were approved within 80 working days. This acceleration is expected to allow thousands of families to move into their new homes up to 18 months earlier than normal timelines.
These new initiatives build on substantial government investments in housing. Over recent years, thousands of young families, and vulnerable groups, including displaced persons, have benefited from €237 million in financial support across multiple housing schemes.
