The Ministry of the Interior has officially prolonged the Urban Planning Amnesty Scheme by three more months, setting the new deadline at 23 June 2025. This decision follows a notable surge in applications, as recommended by the Cyprus Scientific and Technical Chamber (ETEK).
Since the scheme’s launch on 23 September 2024, 948 applications have been recorded across Cyprus, with the busiest areas being:
Of these submissions, the vast majority (89%) target the legalisation of modifications in residential buildings.
The scheme facilitates the legalisation of minor planning infringements and building limit exceedances, with fees directed to the Special Affordable Housing Fund of the Cyprus Land Development Corporation (KOAG). Buildings of various types—from factories and offices to farms and leisure venues—are eligible, provided they have valid planning and/or building permits, and any unauthorised changes were made before 13 September 2024. These alterations must be confirmed with an official declaration by a private consultant.
Applications should be submitted via the online Ippodamos system to the appropriate local authority.
