Can the EU Provide Real Solutions to Cyprus' Housing Challenge?

Addressing the Housing Challenge in Cyprus: Can the EU Make a Difference?

In Cyprus, housing has long been a matter of public interest, but recently it has escalated into a critical issue affecting thousands of residents — especially young couples and students striving to secure their own homes.

The continuous climb in property prices and rental costs is pushing many low- to middle-income families to the edge. Urban hubs like Nicosia, Limassol, and Larnaca are witnessing a steep decline in affordable housing availability. Demand grows rapidly while supply struggles to keep up, leaving many with tough choices: either remain in their family home into adulthood or contend with soaring rental payments that significantly reduce disposable income.

Some suggest that foreign real estate investments exacerbate the problem. While Cyprus has historically attracted international buyers, recent data show that these investors have often purchased fewer properties than in previous high-volume periods. These purchases have undeniably fueled development and infrastructure growth in the real estate sector, but the core challenges run deeper.

Key underlying causes include a sharp population increase, rising construction costs linked to geopolitical tensions, pandemic-related delays, sluggish planning approvals, limited government intervention, and a hesitant private sector response. All these factors create a complex web stalling affordable housing progress.

This Cyprus situation reflects a wider European pattern. Insights from a Eurocities survey reveal that nine out of ten mayors across major European cities identify housing as their greatest social and economic concern today.

EU Steps Toward Housing Solutions

Recently, Cyprus joined a pivotal EU meeting in Brussels on affordable housing, represented by the Office of the Commissioner for State Aid Control. The forum included key stakeholders such as the European Investment Bank (EIB), Build Europe, Eurocities, and Housing Europe, among others.

The key focus was a proposal to include affordable housing under the Services of General Economic Interest (SGEI) Decision. This move aims to formally recognise housing as a fundamental public service, akin to healthcare and education, emphasising its economic and social importance.

Stakeholders shared insights and recommendations on shaping affordable housing policies within the SGEI framework, with the European Commission guiding the ongoing discussions. Cyprus’ active participation demonstrates its commitment to helping craft a unified EU strategy that upholds housing rights.

The EU anticipates unveiling a first draft of the revised SGEI Decision — including practical provisions for affordable housing — by September 2025.

Time for Concrete Action

The housing crisis in Cyprus is neither accidental nor unavoidable. It is a product of policy choices and market dynamics combined with slow reactions to growing challenges. However, solutions do exist.

Whether through smart urban planning, focused investments, or enhanced public-private partnerships, inclusivity should drive the agenda. Housing must become accessible to a broad spectrum of society and not remain a privilege for a few.
