In response to demands from the European Union, Cyprus is taking decisive legislative steps to put an end to its contentious Golden Passport scheme once and for all. The recent amendments to citizenship laws mark a significant shift aimed at preventing any future reopening of the controversial Cyprus Investment Programme.
Previously, the Cyprus Investment Programme allowed investors and their families to receive Cypriot citizenship via a fast-track process. However, due to increasing scrutiny and an infringement case launched by the European Commission, the scheme was officially terminated in November 2020. Despite the closure, Brussels demanded Cyprus ensure that no legal loopholes remain that would permit the programme’s revival.
The Ministry of the Interior, following guidance from the Attorney General, presented a comprehensive bill to the House of Representatives. This bill removes all existing legal gaps, as detailed in the Population Register (Amending) (No. 2) Law of 2025. The reforms came after close consultations with the EU’s legal representatives, securing full alignment with European standards.
Notably, the amendments introduce clearer procedures for revoking citizenship linked to investment. Individuals affected by such actions will now have a 60-day window to appeal to the Independent Committee for the Review of Citizenship Deprivation. Additionally, any loss of citizenship will be publicly announced in the Official Gazette. This transparency measure aims to alert relevant authorities and institutions, helping to prevent misuse of invalid passports or IDs.
The change is also a significant step towards greater openness in citizenship matters, with the Data Protection Commissioner endorsing the new rules. Cyprus’ Cabinet approved the bill on 29 September 2025, reinforcing the government’s commitment to cleaning up its citizenship processes.
