Cyprus Unveils €20 Million Home Energy Efficiency Grant: Eligibility and Details

The Ministry of Energy, Commerce and Industry in Cyprus will launch a new application round this September for the “Save-Upgrade Houses” initiative, injecting €20 million into home energy efficiency improvements. This marks the third funding phase under the larger THALEIA programme, which now totals €85 million, according to Energy Minister Michalis Damianos.

What Does the Grant Cover?

The scheme supports a range of energy-saving upgrades aimed at reducing household energy costs and improving property efficiency. Eligible works include:

  • Thermal insulation enhancements
  • Replacement of windows and doors with energy-efficient options
  • Installation of shading systems to reduce heat gain
  • Modernization of heating and cooling units
  • Solar water heating system installations
  • Photovoltaic solar panels, with optional energy storage solutions
  • Consultancy and certification services from authorised energy experts

Property owners are encouraged to arrange visits from certified experts to obtain an Energy Performance Certificate (EPC) and prepare in advance for the upcoming application window.

Eligibility Criteria for the €32,000 Grant

This funding round targets private homeowners aiming to upgrade existing residences. The conditions to qualify are:

  • The property must have been constructed before January 1, 2008
  • Ownership must be under a natural person, not a corporate entity
  • The property must have an active domestic electricity account with the Electricity Authority of Cyprus
  • It must have been connected to the electricity grid before January 1, 2008, or have had planning permission submitted prior to December 21, 2007

Additional financial support, increasing the grant value by 20%, is available for vulnerable families, homes located in mountainous regions, and refugee housing.

Streamlined Processing to Address Past Delays

Following payment backlogs experienced during the previous application cycle, the Ministry has restructured the payment assessment process. Applications will now be risk-assessed to prioritise swift approval for low-risk claims — such as smaller-scale projects, submissions by accredited professionals, or straightforward works — which may even bypass on-site inspections.

Collaborations with the European Commission have enabled more flexible inspection methods, further reducing administrative hurdles.

High Demand Continues Despite Budget Adjustments

Minister Damianos confirmed the scheme remains open due to persistent interest from homeowners, especially for those who missed earlier rounds. However, this third allocation sees a budget decrease to €20 million, down from €30 million previously, reflecting the substantial funds already dispersed.

Notably, this initiative transcends environmental goals — it plays an integral role in social policy by helping Cypriot households manage energy expenses, improve living standards, and contribute to national and European Union climate commitments.
