Cyprus Sees Significant Uptick in Building Permits as Residential Demand Surges

Construction activity across Cyprus has notably accelerated in the first eleven months of 2025, marked by a sharp rise in both the total floor area and the monetary value of issued building permits, according to the latest data from the Cyprus Statistical Service.

Impressive Growth in Building Permit Area and Value

Between January and November 2025, the total permitted floor area soared to approximately 2.95 million square meters, a substantial 35.3% increase compared to 2.18 million square meters during the same timeframe in 2024. In terms of financial value, licensed projects reached €3.59 billion, reflecting a 31.8% year-over-year growth—signaling renewed vigor in Cyprus’s construction and real estate sectors.

Residential Development Fueling Permit Expansion

The total number of building permits granted rose by 13.9%, reaching 7,340 permits compared to 6,442 last year. This surge was primarily driven by residential projects, which accounted for 5,472 permits—up 23.9% from 2024.

Conversely, permits for non-residential buildings declined by 24.3%, totalling 768, while civil engineering projects saw a 20.3% increase with 445 permits, and plot subdivision permits increased by 14.8% to 543. Road construction, however, registered a sharp decline of 33.3% to 112 permits.

A Boost in Apartment Developments and Housing Supply

The rise in permits is expected to significantly expand Cyprus’s housing stock, with the total planned residential units climbing 36.1% to 14,401 units versus 10,584 last year. Apartments lead this uptrend, growing by 44.1% to 9,586 units, with detached houses rising 35.2% to 3,507 and semi-detached homes increasing by 42.0% to 1,069 units.

November 2025 in Focus

November alone saw 850 building permits issued, with a combined value of €382.9 million and a floor area totaling 333,400 square meters. These permits represent an addition of 1,631 new residential units, underlining the still robust demand for housing developments across the island.

Ongoing Planning Reforms and Digital Integration

Since 1 July 2024, the responsibility for issuing building permits shifted from municipalities and district administrations to the newly formed District Local Government Organizations (DLGOs). In parallel, Cyprus adopted the integrated digital platform Ippodamos for processing licenses.

The transition experienced initial technical challenges, causing some delays in statistical reporting. Additionally, the Property Developers Association recently highlighted concerns about permit approval timelines now exceeding the actual construction periods, potentially impacting project schedules and financing.
