The Cyprus Land Development Corporation (CLDC), working alongside the Interior Ministry, is launching a significant affordable housing project aimed at addressing the growing rental affordability challenges in Nicosia. Valued at €12 million, this development in Strovolos is designed to provide accessible rental options for local residents, contributing to a more balanced housing market in Cyprus’ capital.
Interior Minister Constantinos Ioannou is set to present a formal funding proposal to the Council of Ministers to secure governmental backing. This initiative complements broader national efforts to increase affordable rental housing stock, following extensive consultations between the CLDC and the Ministry of Interior.
The project includes constructing two residential buildings on a single site in Strovolos. The first will be a five-storey block with 30 two-bedroom apartments, while the second is planned as a four-storey block featuring 24 units of similar size.
Funding for the project will be released in two phases: €4 million in 2025 and €8 million in 2026, covering both land acquisition and construction expenses. Construction is expected to commence towards the end of 2025, with completion targeted within three years.
This Strovolos project follows a prior €16 million investment focused on Limassol, which produced 138 affordable apartments. The expansion plans there include additional development in Agios Ioannis, where land is being allocated by the Limassol municipality to boost affordable housing availability.
Altogether, these projects aim to bring nearly 600 affordable apartments online across Cyprus, marking an investment surpassing €100 million. These initiatives reflect a concerted effort to offer relief amid rising housing costs, especially by pricing rentals 25–30% below current market rates in Limassol.
After setbacks following the termination of the Cyprus Investment Programme, including the halt of the controversial ‘golden passport’ scheme, the CLDC faced revenue shortfalls. However, new government-backed financial resources have now strengthened its capacity to support projects that directly impact affordable housing availability.
The Strovolos development represents a clear governmental step toward easing Cyprus’s housing pressures by expanding supply in key urban areas. If delivered as planned, this initiative may serve as a blueprint for similar affordable housing projects across the island.
