Between 2016 and 2021, over €1.1 million in donations flowed to several Cypriot political parties from individuals and companies affiliated with the Cyprus Investment Programme (CIP), commonly known as the “Golden Passports” scheme.
The Audit Office’s study, commissioned by the Parliamentary Committee for the Monitoring of Development Plans and Public Expenditure Control, indicates that donations came directly from persons obtaining Cypriot citizenship through the scheme or from companies tied to these individuals.
The beneficiary parties cited in the report are DISY, DIKO, EDEK, DIPA, ELAM, and AKEL.
An estimated €180,000 in private contributions was traced to DISY and AKEL. These funds were cross-referenced between official party registers and the Ministry of the Interior’s list of naturalized individuals.
An in-depth review found an additional €299,500 from firms linked to naturalized individuals, routed to DISY, DIKO, ELAM, and DIPA over the same five-year span.

The Audit Office clarifies in its “Consolidated Report of Compliance Audit Findings on Parliamentary Political Parties for the Years 2016 to 2021” that these disclosures are intended to ensure transparency, specifying that accepting these donations does not breach the Law on Political Parties.
