The traditional gap between renting and buying a home in Cyprus is narrowing rapidly. Where renting once offered a clear financial advantage, today’s rental costs often equal or surpass monthly mortgage payments. This shift is influencing many Cypriot families to reconsider their long-term housing strategies.
Interior Minister Konstantinos Ioannou, who manages the government’s housing initiatives, highlighted a notable decline in rent subsidy applications in Cyprus. Concurrently, more displaced persons and low-income households are opting for schemes that assist them in purchasing or constructing their own homes.
Statistics reveal that applications for rent subsidies fell from 4,509 in 2022 to just 3,155 in 2024, a clear signal of changing demand. Meanwhile, interest in home ownership programs, including the KtizO housing scheme, has steadily increased, with rising rent prices being a key driver.
With rental prices rising sharply in recent years, mortgage payments have become a competitive and sometimes more attractive alternative. The Minister pointed out that over the last three years, fewer households are relying on rent subsidies as mortgages start to offer better long-term value.
In an effort to ease the burden on renters, subsidy payments were increased by approximately 15% as of January 2024. However, persistent rental price hikes continue to push demand toward ownership schemes.
The number of rent subsidy beneficiaries declined from 4,509 in 2022 to 3,712 in 2023, then down further to 3,155 in 2024. Meanwhile, money originally allocated for rent subsidies has been redirected toward home purchase, building, or renovation programs — areas where government support is highly oversubscribed.
Addressing concerns over outdated income eligibility criteria not revised for over 15 years, Minister Ioannou confirmed a draft bill is under legal review. This legislation aims to modernize the rent subsidy system by expanding eligibility, repealing some provisions of the Rent Control Law, establishing a dedicated Rent Subsidy Officer, and introducing an appeals process.
Once passed, new income assessment methods will be presented to the Council of Ministers to create a fairer and more accessible subsidy program.
