Road Tax in Cyprus: What You Pay in 2026 and How to Renew It

Road tax in Cyprus is the one annual bill on a car that nobody can negotiate. It is set by a formula, it is checked automatically against your MOT and your insurance, and if you miss the March deadline the penalty is arithmetic rather than discretion.

The formula itself is straightforward once you see it written out. A car emitting 120 g/km of CO₂ pays 60 ευρώ ετησίως. A 200 g/km SUV pays €500. A fully electric car pays τίποτα. The bill is capped at €1,500, and that cap bites at exactly 300 g/km — a threshold almost no passenger car on this island reaches.

This guide sets out the 2026 rates, the renewal process on the Road Transport Department portal, the deadlines and penalties, and what the current Cyprus car market means for the bill you will actually receive.

We also do something no other road tax page does. As Cyprus’ #1 property marketplace, we analysed 14,584 live index.cy listings in September 2026 to answer the question that matters more than the tax itself: when you move here, will the home you are about to rent or buy actually come with somewhere to put the car? The answer varies enormously by district, and in Paphos it is worse than most people expect.

What Road Tax in Cyprus Actually Is

Road tax in Cyprus is formally the circulation licence (τέλη κυκλοφορίας). It is an annual charge for the right to use a vehicle on public roads, administered by the Road Transport Department (RTD) under the Ministry of Transport, Communications and Works. It is not insurance, and it is not the roadworthiness test. You need all three, and two of them gate the third.

That gating matters more than most new arrivals realise. The RTD system will not take your money for road tax unless it can already see a valid MOT certificate and an active insurance policy against your registration number. Your insurer uploads the policy to the government database directly. If the policy has not landed, the transaction simply will not complete, and no amount of retrying will change that.

So the practical order of operations for anyone bringing a car onto Cypriot plates is: register the vehicle, insure it, pass the inspection, then pay the circulation licence. How Road Tax in Cyprus Is Calculated

Which formula applies to your car depends on one date: when it was first registered anywhere, not when it arrived in Cyprus.

Vehicles first registered on or after 1 January 2014 are taxed on combined-cycle CO₂ emissions in grams per kilometre, on a progressive scale. Progressive is the word that trips people up: each band is charged separately, in the same way income tax works. You do not pay the top rate on the whole figure.

Vehicles first registered before 1 January 2014 are assessed on engine capacity in cubic centimetres instead. Older cars therefore escape the emissions scale entirely, which is why a thirsty 1990s saloon can be cheaper to tax than a modern performance car. The same €1,500 annual ceiling applies. The RTD confirms the exact cc figure for an individual vehicle, and its portal will quote it to you before you pay.

There is a separate Euro-class surcharge that catches people out because it looks like part of the annual bill and is not. It is charged μια φορά, when a vehicle is first registered or imported, and it scales with the emissions standard and fuel type: nothing for Euro 6 petrol, €100 for Euro 6c or 6d diesel, €100 for Euro 5 petrol or €250 for Euro 5 diesel, and €300 for Euro 4 and earlier on petrol or €600 on diesel. If you are importing an older diesel, that one-off charge will dwarf several years of circulation licence.

Fully electric vehicles are exempt. Not reduced — exempt. A battery-electric car pays €0 in annual road tax in Cyprus, which is the single largest running-cost incentive in the system and worth weighing against the higher purchase price.

Published rates vary slightly between third-party calculators, so treat the figures below as the working scale and the official RTD service page on gov.cy as authoritative. The portal calculates your exact amount before you confirm payment; check the two agree.

Cyprus Road Tax Rates 2026: What Real Cars Pay

Applying the progressive scale gives the following annual figures. Find the CO₂ figure for your car on its registration certificate or its EU certificate of conformity.

Three things stand out. First, the bottom of the table is almost free: everything up to 120 g/km costs less than €60 a year, which is roughly what a single tank of fuel costs. Second, the curve turns sharply at 180 g/km — moving from 180 to 200 g/km adds €200 to the bill, the same as the entire annual tax on a 160 g/km compact SUV. Third, the €1,500 ceiling is reached at exactly 300 g/km, so anything above that is taxed identically.

Put the middle of that table against the other bills a Cyprus household pays and the proportions become clear. A 200 g/km SUV owes €500 a year, which works out at €41.67 a month. Our air conditioning guide found that running a single older, non-inverter unit through one Cyprus summer costs about €342 in electricity. In other words, the annual tax on a large SUV is roughly one and a half air conditioners. Road tax is rarely the reason a household budget is tight here.

How to Pay Road Tax in Cyprus Online

Road tax is paid through the Road Transport Department portal at rtd.mcw.gov.cy, which is available in English as well as Greek. Two changes catch returning residents out every January: the JCC Smart platform no longer processes road tax, and banks no longer take it at their counters. If you have an old JCC bookmark, replace it.

You do not need to register an account. Have three things ready before you start:

  • A valid MOT certificate. An expired inspection blocks the payment outright.
  • An active insurance policy from a Cyprus-licensed insurer, already uploaded by your insurer to the government database.
  • Your registration number and owner reference — the last three digits of the owner’s ID card, Alien Registration Card, passport or company registration number, shown at point C.9 of the vehicle registration certificate.

The process itself takes a few minutes:

  1. Open rtd.mcw.gov.cy and select the road tax renewal service.
  2. Enter the vehicle registration number and the owner reference.
  3. Choose your period — three, six, nine or twelve months.
  4. Check the amount the portal returns against the table above.
  5. Pay by card, then print or save the licence. The renewal is only complete when the "Print Registration Permit" screen appears showing your registration number and the permit’s expiry month and year.

That last point is not a formality. The RTD has warned explicitly that if the session is interrupted before that screen appears, the renewal has not been finalised and must be repeated. If you would rather not pay online, post offices and RTD district offices in Nicosia, Limassol, Larnaca, Paphos and Famagusta accept payment during normal business hours, and citizen service centres (KEP) will help with the online form. The department’s helpline is 22 807000.

One decision worth making deliberately: paying quarterly costs roughly 10% more across a year than paying once. On a €300 annual bill that is about €30 for the convenience of spreading it. If cash flow allows, pay for twelve months.

Deadlines, Penalties and Taking a Car Off the Road

The renewal window opens in the first week of January. For 2026 it opened on 7 Ιανουάριο with a deadline of 11 Μαρτίου, which Parliament then extended to 31 Μαρτίου after the government portal came under load and drivers could not get through. That extension is worth remembering as a pattern rather than a promise: the portal struggles in the final week most years, and the RTD advises against leaving it until then.

Miss the deadline and the penalty is €10 plus 10% of the registration fee for the current year. On a €300 bill that is €40; on a €500 bill, €60. It is a flat formula with no appeal built into it.

If a car will not be driven at all, you can declare it immobilised rather than pay — but you must do so by the same deadline. This is the single most expensive mistake in the whole system, because it is not automatic and it is not retroactive. Anyone who renewed for 2025 and simply stopped using the car still owes the 2026 fee unless they filed the non-use declaration in time. The declaration can be made online through the same RTD portal.

One more trap, and it lands on buyers rather than owners. An unpaid circulation licence follows the vehicle, not the seller. If you are buying a used car privately, check its road tax status on the RTD portal before you hand over money — the arrears become your problem the moment the registration changes hands.

What the Cyprus Car Market Says About Your Tax Bill

The vehicle mix on Cypriot roads is shifting fast, and it shifts the tax take with it. Figures released by the statistical service and reported on 8 September 2026 show 38,564 motor vehicles registered between January and August, up 11.2% on 34,668 in the same period of 2025.

Underneath that headline the split is stark. Used registrations rose 22.7%, from 19,504 to 23,923, while new vehicle registrations actually fell 3.4% to 14,641. Of the 29,902 passenger saloon cars registered in those eight months, 20,576 — 68.8% — were used.

Hybrids now take a clear majority of the passenger car market, and that is a direct road tax story. A hybrid typically sits in the 90–120 g/km band, where the annual bill is €45 to €60 — a tenth of what a large petrol SUV pays. The CO₂ scale is doing exactly what it was designed to do.

The electric share is the surprise. Despite a complete exemption from road tax, battery-electric cars slipped from 4.8% to 4.3% of passenger registrations. A free circulation licence, it turns out, is not on its own enough to overcome purchase price and charging availability — and in a market where more than two thirds of cars sold are second-hand, the used electric supply is still thin.

For anyone importing a car when they move, the practical lesson is to check the CO₂ figure and the first-registration date before you ship, not after. A pre-2014 car moves onto the cc scale and avoids the emissions bands entirely; a 2015 diesel SUV can attract both a high annual figure and a €600 one-off Euro-class surcharge on arrival.

The Bigger Question: Will Your Home Have Parking?

Here is where a property marketplace can tell you something a tax guide cannot. For most households relocating to Cyprus, the circulation licence is a rounding error next to the question of where the car goes at night — and that is decided by the home you choose, not the car you buy.

In September 2026 we analysed 14,584 live index.cy listings. After filtering to those carrying a substantive description, the analysis set was 4,640 rental and 8,763 sale listings, of which 3,334 rentals and 7,159 sale listings were residential apartments and houses. We searched each description for parking, garage and carport references, excluding explicit negations (there were only seven in the entire set).

The district rows sum to 3,156 rentals and 7,011 sale listings. The remaining 178 and 148 are properties whose listing URL does not carry a district, so they count in the national totals but cannot be assigned to a row.

Three findings are worth acting on:

  • Rentals advertise parking at half again the rate of sale listings (63.5% against 42.3%). A tenant is buying a nightly problem solved; a buyer is acquiring something that can often be arranged later, so agents spend the sale description on other things.
  • Paphos is the outlier, and in the wrong direction. Just 28.3% of Paphos sale listings and 39.4% of rentals mention parking — roughly half the national rental rate. If you are buying in Paphos, treat parking as something to verify on the viewing rather than assume.
  • Nicosia is the only district where sale and rental rates match (64.3% and 65.4%). In a landlocked capital with no tourist stock, parking is advertised to everyone equally.

Apartments advertise parking more often than houses in both markets — 67.2% against 54.5% in rentals, 44.1% against 37.5% in sales. That inversion of what most people expect has a simple explanation: a house’s parking is an assumed driveway, while an apartment’s is a specific allocated bay with a number on it, and a numbered bay is worth writing down. Of the listings that do mention parking, 61.3% of rentals and 57.0% of sale listings specify covered parking or a garage rather than an open space — which in a Cyprus summer is a meaningful distinction for the car’s interior.

An honest caveat, because these are marketing descriptions rather than a survey. Silence does not prove absence. What we are measuring is how often parking is worth advertising, which is a different thing. We did check the obvious confounder: listings that mention parking have a median description of 664 characters against 918 for those that do not, so parking listings are κοντύτερος, not chattier. This is not a verbosity artefact.

We also tested whether parking commands a premium, matching on district and bedroom count. It does not, consistently. Limassol two-bed rentals with parking ask €125 more per month (+6.0%), but three-beds ask €100 less (−3.2%), and Nicosia three-beds with parking ask €375 less (−20.0%). The sale side flips just as freely. Parking is a feature buyers and tenants filter for, not one they reliably pay extra for.

Budgeting for a Car and a Home in Cyprus

Set road tax alongside the other annual lines and it is almost never the one that decides anything. A mid-size family car costs €90 to €150 a year to tax. Against that sit insurance, the biennial inspection, fuel, and — the line most newcomers forget — whichever compromise you make on a home because it does or does not come with a parking space.

Two practical moves follow. First, if you are choosing between similar vehicles, the CO₂ figure is worth ten seconds of attention: the gap between a 120 g/km hybrid and a 200 g/km SUV is €440 a year, every year, before a litre of fuel is burned. Second, if you are house-hunting, filter for parking before you fall in love with a floor plan, particularly in Πάφος, where fewer than three in ten sale listings mention it.

A parking space you do not have will cost you more over a decade in Cyprus than every circulation licence you ever pay.
