New Refugee Homes: Work Begins

The government’s Ktizo plan has launched its initial phase, aimed at enhancing living conditions in refugee estates across Cyprus. Interior Minister Constantinos Ioannou, on a visit to the Latsia-Geri municipality construction site, provided insights into the project’s progress.

About the Ktizo Plan

In April 2023, the government initiated the €130 million Ktizo plan, designed to ensure “decent living conditions” in refugee estates. The plan is expected to:

  • Span the next 10 years
  • Benefit 358 refugee apartment complexes in government-controlled areas
  • Be funded primarily by the state, with additional tenant contributions based on income
President Nikos Christodoulides emphasized that the state will cover most of the project’s costs, addressing critical housing issues for displaced communities.

Project Updates

Minister Ioannou expressed satisfaction with the progress, noting that the project addresses long-standing issues in refugee housing. Despite some delays caused by:

  • Inheritance disputes
  • Legal and financial matters
  • Other property-related challenges

the ministry has managed to implement solutions to keep the project moving forward.

Current Construction Progress

The apartment block under construction in Latsia-Geri will provide housing for 18 qualified residents from two previous buildings. Key highlights include:

  • Funding: €1.05 million contributed by the government, with an initial installment of €200,000 already disbursed
  • Completion: Expected within 20 months
  • Features: Energy-efficient facilities, including photovoltaic systems
  • Additional Support: €53,000 allocated to assist vulnerable residents

Expansion of Affordable Housing

The contractor has leveraged a construction allowance to add 12 affordable units to the building, increasing the stock of low-cost housing available in Cyprus.

Future Developments

  • Construction of a second building in the Kokkines estate, Strovolos, will start soon.
  • A third building in Ayios Eleftherios, Latsia, will begin construction in December.

Demolition of Unsafe Buildings

To make way for the new developments, demolition efforts are ongoing:

  • Seven unsafe buildings have been demolished.
  • Six more will be taken down in November.
  • Three additional buildings are set for demolition in early 2025.

Challenges and Support

While the project has faced minor setbacks, including eviction issues in Strovolos where some residents refuse to vacate unsafe buildings, Minister Ioannou has urged the municipality to enforce eviction orders to ensure safety.

Members of the House Refugees Committee recently visited the Latsia construction site, voicing their strong support for the Ktizo plan and its goal of enhancing living standards for refugees across Cyprus.
