Cypriot families looking to step onto the property ladder are set to benefit from a bold government initiative offering state-owned land at a striking 75% discount. This move aims to ease affordability pressures and boost housing availability across the island.
The Republic of Cyprus has introduced two impactful housing schemes. One is geared towards eligible families seeking to build an additional residence on their existing land, while the other focuses on providing state plots for sale at a fraction of market value.
Through the first scheme, homeowners will gain the opportunity to construct a supplementary home for a child or grandchild, bypassing previous limits on building density within their property. This flexibility could involve extending the current residence, building an extra floor, or utilizing untapped areas of the parcel.
The additional building rights allow up to 150 square meters in floor space, extendable to 180 square meters on larger land plots under certain conditions, including more lenient parking requirements. However, a 10-year restriction on selling the new property ensures the primary goal remains supporting younger generations rather than property speculation.
The second initiative offers an exceptional chance for Cypriot citizens under 45 to purchase state land plots at just a quarter of their typical market price. This discount addresses low to middle-income families, including couples with or without children, and single parents. Applications will undergo a thorough vetting process considering income, family size, and residency conditions, ensuring assistance reaches those in genuine need.
Importantly, this scheme also seeks to invigorate rural and mountainous regions by incentivizing families to settle outside urban centers, thereby supporting demographic balance and community revitalization.
Initially, around 570 discounted plots will be allocated across Cyprus, with more likely on the horizon as demand and local authority interest grow. These plots will be distributed through Community Council presidents in coordination with District Local Government Organisations (DLGOs), which will oversee site selections.
Alongside these land sales, the government plans to increase the supply of affordable rental homes, with some 460 dwellings slated for construction on state land. An architectural competition has finalized standard designs to accelerate development.
Cyprus is no stranger to housing subsidies. Recent years have seen significant funding poured into schemes for young families, rural communities, and displaced persons. From 2023 to 2026, over 1,700 grants supporting diverse demographic groups have received a combined €69 million, with a total investment exceeding €168 million in housing initiatives.
Forward-looking policies promise to add more than 4,100 new residential units in the next three years, with about 1,142 earmarked for affordable sale or rent. The Cyprus Land Development Corporation is expected to inject over €22 million into affordable housing funding, facilitating approximately 250 additional homes.
Moreover, plans for student housing and co-living communities could diversify Cyprus’s residential options further.
Addressing lengthy permit waits, the government’s fast-track approvals have already processed thousands of homes this year, shaving off an estimated 18 months from previous timelines, benefiting over 15,000 families.
