Cyprus Steps Up Safety Measures for 1,292 Risk-Prone Buildings

New Legislation Targets Unsafe Buildings

In a decisive move to protect public safety, Cypriot authorities are focused on 1,292 buildings identified as hazardous and prone to collapse. These at-risk structures span Nicosia (618), Limassol (308), Larnaca (170), Famagusta (26), and Paphos (170). State funding boosts and fresh legislative actions underscore the commitment to address longstanding issues.

Modernized Legal Framework

MP Marinos Mousiouttas, backed by Interior Minister Constantinos Ioannou, is championing a new draft law that corrects gaps in the existing rules. The goal is to ensure stringent protection for affected buildings, neighboring properties, and the wider public. District Local Government Organisations (DLGOs), now responsible for overseeing these structures, will receive additional financial resources. Nicosia is set to receive €500,000, while other districts will also benefit, although more funding may be necessary.

Following discussions between Mousiouttas and Ioannou, Parliament’s Interior Committee formulated an updated proposal to enhance public safety and refine how dangerous buildings are managed. Enforcement has been hindered by legal shortcomings, with some municipalities taking proactive steps while others struggled due to unclear guidelines.

Increased Enforcement & Owner Accountability

With DLGOs holding the primary responsibility, the legislation introduces more robust enforcement measures. Property owners will be required to swiftly address structural concerns, or face penalties. Enhanced processes will allow courts to issue immediate repair or demolition orders, and unsafe buildings may be disconnected from utilities until they meet safety standards.

Additional provisions include registering memos on properties to offset intervention costs and the possibility of out-of-court settlements. Stricter penalties for non-compliance further underline the government’s commitment to making these buildings safe.

Boosted Funding for Restoration

To help municipal authorities implement the law, the Interior Ministry secured extra funds. These resources will be allocated according to the number of registered unsafe structures, ensuring a fair distribution.
