Cyprus Building Permits Experience Notable Drop in September 2024

Recent data from the Statistical Service indicates that building permits in Cyprus took a notable dip this September, with only 423 approvals granted compared to 612 in September 2023 — a decline of 30.9%. Industry experts cite the shift to the new “Ippodamos” integrated information system and changes in the permit approval structure as key factors behind the slowdown.

Under the new Local Government Organizations (LGOs) introduced on July 1, 2024, municipalities and district offices transitioned their permitting responsibilities, creating initial operational hurdles. These challenges have affected processing speeds and contributed to delays in construction projects. Despite this short-term setback, the total construction value in September 2024 still reached €160.5 million, spanning 129,100 square meters and accounting for 706 new residential units.

Interestingly, when reviewing the broader period from January to September 2024, the sector displays signs of resilience. Compared to the same period in 2023, total building permits climbed to 5,485, reflecting a 4.0% growth. Additionally, the cumulative value soared by 8.9%, while the covered area expanded by 10.6%. Authorized dwelling units also witnessed a 10.0% rise, hinting at steady confidence in Cyprus’ construction outlook.

While the “Ippodamos” system and the newly formed LGOs continue to undergo a teething phase, many experts are optimistic that once fully operational, permit approvals will become more transparent and efficient.
