Cyprus is grappling with its most challenging water shortage since 2008. To tackle the crisis, the government is rapidly adding new land-based and floating desalination facilities, ensuring households and agriculture have a steady water supply.
Authorities aim to boost desalination output by 2026 and beyond through permanent, mobile, and floating units. The Water Development Department (WDD) has received 53 proposals for floating plants at select coastal sites, which promise quick installation and lower costs. Of these, 13 proposals from Cyprus, Greece, Israel, Italy, Norway, and Spain are under detailed review, offering production capacities from 1,000 to 20,000 cubic metres per day. The remaining 40 proposals, including submissions from Belgium, Germany, and China, require up to two years to implement.
Existing desalination plants in Dhekelia, Limassol, Paphos, and Vasilikos may see additional temporary units. Paphos and Episkopi are prioritised due to current supply deficits, each targeting a unit able to pump 10,000 cubic metres of water daily. Rigorous evaluations are essential to ensure technical feasibility, environmental compliance, and cost-effectiveness, with infrastructure adjustments or new licenses also potentially needed.
In response to the drought, the Ministry of Agriculture and the WDD have initiated public consultations to expedite mobile desalination solutions. If legally permissible, direct negotiations with service providers may shorten the timeline. Agriculture Minister Maria Panayiotou emphasises that while past oversights amplified the crisis, the government is focused on concrete remedies, such as borehole use, mobile units, and building two renewable-energy-driven desalination plants.
