Sharp Decline in September 2024 Approvals
According to the latest data from the Statistical Service, Cyprus experienced a notable downturn in building permits during September 2024. The newly introduced “Ippodamos” integrated information system, along with significant changes in the issuance process, contributed to a 30.9% decrease compared to the same period in 2023. Out of 423 approvals this September—down from 612 the previous year—the move is expected to add 706 residential units, covering 129,100 square meters and valued at €160.5 million.
Transition to LGOs and Process Challenges
As of July 1, 2024, oversight of building permits shifted from municipalities and district administration offices to Local Government Organizations (LGOs). While this aims to standardize and modernize procedures, the initial phase has seen inevitable delays. Bureaucratic and technical hurdles have slowed the approval timeline, with industry insiders closely watching for potential impacts on investment plans.
Overall Growth in 2024
Despite the September slowdown, the first nine months of 2024 paint a brighter picture. A total of 5,485 permits were issued from January through September—a 4.0% rise from 2023—while the overall construction value climbed 8.9%. Total covered area expanded by 10.6%, and authorized dwelling units saw a 10.0% boost, suggesting sustained momentum in the sector.
Looking Ahead
Once the kinks in “Ippodamos” and the LGO system are addressed, experts anticipate improved transparency and efficiency in the permitting process. This could ultimately strengthen urban development across Cyprus. If you’re exploring new investment opportunities, take a look at our cheap houses and villas for sale in Cyprus.
