Cyprus Enhances Dangerous Buildings Legislation with Stricter Penalties and Enforcement

Authority to Evacuate, Seal, or Demolish Unsafe Structures

The proposed penalties for violation will see a sharp rise. Fines for first-time offenders could jump from €10,000 to €20,000, doubling again for repeat violations up to €40,000. Administrative fines imposed by authorities also double from €20,000 to €40,000.

New fixed penalty notices will be introduced providing on-the-spot fines, including a €2,000 penalty for failing to fence dangerous buildings and €1,000 for neglecting to seal unsafe properties. Timely payment within 45 days will prevent further criminal proceedings.

Streamlining Reporting and Enforcement Processes

Municipalities and community councils will be obligated to promptly report any dangerous or potentially dangerous buildings. The Director of Development Licensing can delegate enforcement tasks to local government officers, expediting inspection and remedial actions.
