Cyprus Fast-Tracks Building Permits for Low and Medium-Risk Developments

Cyprus is rolling out a faster approval system for urban planning and building permits, aiming to streamline applications for low and medium-risk projects. According to Interior Minister Constantinos Ioannou, this new procedure includes developments with up to 12 terraced homes or four-storey apartment blocks with a maximum of 20 units — all designed to cut red tape and deliver approvals in as few as 80 working days.

Under the “hippodamos” System, private designers will proactively certify their applications, shifting away from traditional paper-based assessments. Inspections will occur over three on-site checks, ensuring quality workmanship at every stage. Building Inspectors will verify construction standards in two phases, while a final review conducted by EOA officers secures the necessary sign-off. To maintain impartiality, different inspectors will be randomly assigned for each step, minimizing conflicts of interest.

Historic Reforms and On-Site Oversight

This initiative builds on measures introduced since October 2023, including an automatic licensing framework for low-risk projects (up to two dwellings) that speedily issues permits within 40 working days. So far, 491 applications for single-family and duplex homes have been submitted, with 347 approved. Meanwhile, 61 building permit requests for Category B developments have surfaced since February 2025, resulting in seven approvals.

By expediting permits for nearly half of all construction projects, the Government and local authorities can shift their focus to more complex developments while continuing to prioritize transparency and economic advancement.
