Cyprus Introduces Fast-Track Building Permits for Residential Projects

Revamped Building Licence Process

In an effort to streamline construction procedures and encourage homeownership, the Cyprus government has unveiled a fast-track approach for building permits targeting specific residential projects. This program, initially announced in January, drastically reduces waiting periods by allocating 20 working days for a town planning permit and another 20 for a building permit, totalling just 40 days.

Who Qualifies?

Currently, this streamlined procedure benefits single dwellings and duplex houses deemed ‘low-risk’—meaning they sit on registered land or land in the process of registration. Since its rollout last October, 332 licence applications have been submitted, with 242 already processed. Of those, 223 were approved, while 26 faced rejection. From March: Medium-Risk Projects

Beginning in March, the same fast-track approach will extend to ‘medium-risk’ developments—up to 12 terraced houses or four-story buildings accommodating a maximum of 20 apartments. These projects will see permit reviews completed within 80 working days, expediting much larger residential efforts.

Implementation and Oversight

To maintain quality and compliance, architects are required to submit applications electronically via the Ippodamos licensing platform. If a local authority fails to reject an application within 20 days, it is automatically approved on the 21st day. Additionally, self-monitoring by architects, combined with on-site inspections, ensures that critical construction stages meet all safety and regulatory standards. Collaboration with the Scientific and Technical Chamber (ETEK) will formalize guidelines for building inspectors.

Although this new system promises to boost housing availability—particularly for young families—some concerns linger about the Ippodamos platform, including slow processing speeds and certain design limitations.
