For the first time in nearly a decade and a half, affordable state-owned building plots are making a comeback in Cyprus. This revival marks a strategic step toward addressing the growing challenges of housing affordability and empowering aspiring homeowners across the island.
The Cyprus Land Development Organisation (KOAG), operating under the Ministry of the Interior, is spearheading this renewed effort. Notably, KOAG will offer residential land for sale instead of limiting its focus to ready-made housing projects. This change represents a fresh approach to promoting accessible homeownership.
KOAG Chairman Thiseas Ioannou has announced that preparations are in their final stages for the release of 135 affordable plots spread across four major districts: Nicosia, Limassol, Larnaca, and Paphos. The subdivision process is well underway but still awaits key planning and building permits from local district authorities.
The plots will generally be sized at around 520 square metres each, with pricing expected to be roughly one-third of the prevailing market value in their respective locations. Eligibility for these plots will likely mirror KOAG’s existing affordable housing criteria, ensuring the scheme targets households in genuine need.
Alongside KOAG’s initiative, the Ministry of the Interior is developing a separate program that will distribute state-owned land via local authorities. Although the legislation for this scheme is still under legal and technical evaluation, the plan involves identifying high-demand zones for affordable housing and subdividing land accordingly.
Once the Ministry oversees plot divisions, local councils will manage allocation and sales. Pricing is expected to be set at approximately 25% of the land’s official valuation by the Department of Lands and Surveys, making this initiative potentially very attractive for first-time buyers meeting the income and social eligibility requirements already established in Cyprus’ affordable housing programs.
If all goes smoothly, KOAG could begin allocating these affordable plots as early as 2026, pending timely issuance of all necessary permits. The Ministry of the Interior’s separate scheme will likely take longer due to ongoing legal processes.
This return to affordable state land sales is one of the most notable shifts in Cyprus’ housing policy in years and could serve as an essential alternative for those priced out of the current property market. While the scheme won’t solve the housing shortage overnight, it offers a much-needed option to help balance rising real estate prices and limited supply.
