Limassol Mall Gets Green Light Amid Traffic Infrastructure Concerns

Limassol Mall Gets Green Light Amid Traffic Infrastructure Concerns

The Cyprus Government has officially approved the plans for the much-anticipated Limassol Mall, marking a significant €100 million retail investment in the Agios Athanasios area near Amathounta. This development represents one of the largest commercial projects in Cyprus, with a vision to boost economic growth and create approximately 1,000 new jobs.

Details of the Limassol Mall Development

The project will cover roughly 76,392 square meters of total built space, including about 28,434 square meters of leasable retail area. The mall will feature around 90 retail outlets, six large kiosks, nine food and beverage venues, a sizable food court seating 500 visitors, a five-screen cinema, plus family entertainment and gaming areas. Parking facilities will accommodate 1,270 vehicles across two basement levels.

Developers anticipate daily visitor numbers between 6,700 and 11,700, averaging around 8,800 footfall, aiming to establish the mall as a key shopping hub in eastern Limassol.

Approval Process and Competing Proposals

The Cabinet’s approval came via a special planning derogation after rejecting a rival submission from Atterbury Europe, known for MyMall Limassol and other major Cypriot retail centres. The ownership group behind Nicosia Mall, including respected investors like Zorbas Group, PHC Group, Athienitis Group, and VLM Group, is leading the development in partnership with Papantoniou.

Infrastructure Challenges and Local Concerns

Despite the approval, traffic congestion remains a critical concern. Amathounta Municipality and local business representatives have highlighted the current strain on Agios Athanasios’ road network, emphasizing that necessary upgrades should be prioritized before construction proceeds.

Planned improvements include three new roundabouts to ease traffic flow, but this is widely seen as insufficient on its own. The municipality insists that key public infrastructure projects must commence or be completed first. These include:

  • Expansion and extension of Agios Athanasios Avenue
  • Implementation of sustainable transport measures, including bus priority lanes
  • Creation of pedestrian pathways and dedicated cycle lanes
  • Completion of the Northern Bypass road
  • Additional connectors between Germasogeia and Agios Athanasios

Local officials have also criticized the Government’s communication, learning about the approval through media outlets rather than formal channels, leaving them uncertain about conditions attached to the project’s go-ahead.

Traffic Impact and Urban Planning Debate

The Agios Athanasios roundabout currently manages approximately 110,000 vehicle movements daily. Experts warn the mall could exacerbate congestion, increasing commute times and environmental strain unless infrastructure plans accelerate.

Political voices, including the opposition party AKEL, advocate for sustainable urban planning principles, stressing that prioritizing car-centric megaprojects contradicts efforts to enhance residents’ quality of life. AKEL supports investments in Limassol’s historic commercial areas, enhancing traditional shopping streets and public spaces, which can bolster local businesses.

Concerns from Local Businesses and Competing Malls

Businesses in Limassol’s historic core express apprehension, fearing that the new mall could divert shoppers from traditional retail zones, putting independent retailers at risk. These concerns echo calls for more inclusive public consultation and consideration of long-term economic impact.

Andreas Hadjimitsis, co-owner of MyMall Limassol, has announced plans to seek legal advice, questioning the adequacy of transport studies and the speed at which approval was granted. While acknowledging demand for another regional shopping centre, he stresses that location must mitigate further strain on Limassol’s transport arteries and retail ecosystem.

Developer Perspective on Economic and Regional Growth

From the developer’s viewpoint, the Limassol Mall promises significant regeneration benefits. George Georgiou, General Manager of Nicosia Mall, highlights its potential to modernize the area, catering to Limassol’s expanding population and enhancing retail offerings in eastern parts of the city.

Looking Ahead: Infrastructure as a Key to Success

The Cabinet’s green light is a pivotal moment for Cyprus’ commercial real estate sector, but the success of Limassol Mall hinges on whether the Government can deliver comprehensive transport solutions on time. These include not only road widening and new roundabouts but also sustainable transport initiatives to alleviate traffic pressure.

As development moves forward, balancing economic opportunity with urban mobility will be essential.
