Cyprus’ Interior Minister, Constantinos Ioannou, confirmed on Friday that significantly fewer applications than expected have been submitted for the recently introduced small-scale building violations amnesty. Initially, this six-month scheme aimed to streamline Title Deeds issuance, reduce bureaucratic delays, and support affordable housing via fines collected by the land development organisation.
Despite thousands of properties believed to have minor deviations, only 550 applications were submitted, reflecting a hesitant public uptake. The minister clarified that the amnesty’s rigorous conditions are designed to assist owners while preventing legal complications at the point of sale. Eligible infractions can be regularised by paying fees between €400 and €3,000, with the detailed list of permissible modifications available on the ministry website.
Applicants must present the original planning and building permit, alongside an architect’s or engineer’s certificate verifying the unapproved additions. The majority relate to expansions of up to 20 per cent, or 60m², which may include enclosed verandas or pergolas. However, for apartment units, approval from all owners is necessary. Meanwhile, livestock facilities must remain within 20 per cent of the original building coefficient, and leisure venues within 20 per cent or 100m².
Local authorities have sent notifications with water bills to raise awareness, yet no new decree over the exceptional measure is planned. A two-week extension may be granted if there is a sudden surge in applications. Property owners not covered by the current amnesty, such as foreign trapped buyers, will be addressed under upcoming legislation in consultation with banks and other relevant agencies.
