Larnaca Marina Development Set to Move Forward Amid Legal Adjustments
The long-awaited development of Larnaca Marina is now on a clearer path following recent government discussions. The Cyprus Ports Authority (CPA) may proceed with the marina’s development without the need for a public tender, thanks to a proposed regulatory amendment agreed upon by the Government and the Legal Service.
Legal Hurdles Prompt New Approach
Previously, the Government’s intention to assign the marina directly to the CPA encountered obstacles after the Legal Service clarified that current laws do not permit direct awarding without an open tender process. This stance generated concern among local authorities, businesses, and trade unions who are keen to see the project advance due to its significance for Larnaca’s economic future.
According to Transport, Communications and Works Minister Evie Tsolaki, the solution devised involves adjusting existing legislation to lawfully allow a long-term lease to the CPA for marina development, thereby streamlining the process and minimizing further delays.
Government’s Clear Commitment to Larnaca Marina
Despite initial setbacks including the termination of the previous contract with Kition in 2024 due to unmet guarantees, the Government remains steadfast in prioritizing this project. Minister Tsolaki emphasized that the proposed regulatory change is critical to maintaining momentum and hinted at ongoing collaboration with local leadership to ensure transparency and legal compliance.
Separate Progress for Larnaca Port
The marina and the adjacent Larnaca port are being treated as independent projects following studies highlighting their individual operational and financial needs. Unlike the marina, the transfer of port management to the CPA does not face the same legal constraints, with plans targeting a transition as early as December 2026.
CPA Chairman Zenonas Apostolou confirmed that the projects are managed separately, allowing port development to proceed without being contingent on marina negotiations.
Municipal Project and Local Concerns
The Yacht Club development, however, remains on hold pending clarification regarding ownership and development responsibilities. Local officials continue to voice concerns about delays potentially impacting the broader redevelopment vision for Larnaca. They underscore the marina’s importance as a cornerstone for future economic growth.
What This Means for Real Estate Investors
The ongoing adjustments in the marina’s legal framework reflect both challenges and promising opportunities for Larnaca’s real estate market. As infrastructure and leisure developments gain clarity, investors may find increasing value in the area’s properties.
